TR CU 017/2011: documents for clothing and textiles
What decides the form of the document for clothing, and what the laboratory checks.
Home · Blog · Children's goods
The range of a children's store is divided between five regulations, and inside the 007 one the form of assessment changes depending on the age of the child and the clothing layer.
Children's goods are the category with the strictest requirements and the most confusing map of regulations. The same range of a children's store is divided between five or six regulations, and inside TR CU 007/2011 the form of assessment changes depending on the age of the child for whom the item is intended. A mistake here costs more than usual: this is the category that supervisory authorities and marketplaces check first.
The regulation "On safety of products intended for children and teenagers" covers a wide but specific list:
At the same time, a number of children's goods are covered by other regulations, and this is the first thing to check.
| Product | Regulation |
|---|---|
| Toys | TR CU 008/2011 |
| Children's furniture | TR CU 025/2012 |
| Baby food | TR CU 021/2011 and state registration |
| Children's cosmetics | TR CU 009/2011, state registration |
| Children's car seats | Requirements for wheeled vehicles |
| Clothing for older children | TR CU 007/2011 together with TR CU 017/2011 |
The main feature of the regulation: the form of assessment depends not only on the type of the item but also on the age group for which it is intended.
Mandatory certification applies to products for young children — under three years, and also to a number of categories regardless of age: first-layer underwear in contact with skin, strollers, bicycles, feeding tableware, some sanitary and hygiene items.
Declaration applies to the other products: second- and third-layer clothing for children over three years, footwear for older age groups, school supplies, printed products.
| Item | Age | Form |
|---|---|---|
| Bodysuit, rompers, baby shirts | Under 1 year | Certification |
| T-shirt, underwear | Under 3 years | Certification |
| T-shirt, underwear | Over 3 years | Certification as a first-layer item |
| Jacket, outer overall | Under 3 years | Certification |
| Jacket, outer overall | Over 3 years | Declaration |
| Stroller, bicycle | Any | Certification |
| Notebooks, diaries, pencil cases | Any | Declaration |
A practical conclusion for clothing manufacturers: a size range may go through different forms of assessment. The same style in sizes for two years and for five years may be a certificate and a declaration respectively.
The regulation works with the concept of a layer, and the requirements for materials depend on it.
For the first layer, synthetic fibers are limited, the requirements for hygroscopicity and air permeability are higher, and the norms for the release of harmful substances are stricter. This is exactly why you cannot take a test report for an adult T-shirt and apply it to a children's one: the norms are different.
| Group | What is determined |
|---|---|
| Chemical safety | Release of harmful substances, including free formaldehyde |
| Toxicological and hygienic | Toxicity index, irritating and sensitizing effect |
| Physical and hygienic | Hygroscopicity, air permeability, electrostatic charging |
| Color fastness | To washing, sweat, rubbing, dry and wet |
| Mechanical safety | Strength of attachment of parts, absence of sharp edges, stability of the design |
| Sanitary and chemical for tableware | Migration of substances into model media |
Color fastness to sweat and rubbing is the parameter that fails most often with orders from cheap factories. A dye that behaves normally in washing may fail the sweat resistance test, and the batch will remain without documents.
Marking is what is checked without a laboratory, and so it is always checked. The mandatory content:
The age indication is mandatory and must match the conformity document. Writing "3+" on an item whose documents are issued for children under three years is a direct mismatch of the marking with the document.
The marking is applied to the item, the tag, the label or the packaging so that it lasts until the end of use. The information must be in Russian.
A scheme with foreign production needs attention to three things.
For serial deliveries a certificate is issued for up to five years with inspection control, for a one-time purchase — for a batch. A batch scheme is cheaper and faster, but it is repeated with every delivery, so for regular import a serial certificate is usually more profitable.
| Situation | Consequence |
|---|---|
| The document is issued under the 017 instead of the 007 | The products are considered to have no proof of conformity |
| The age on the label does not match the document | A marking non-conformity, a claim at inspection |
| A declaration instead of a certificate for children under 3 years | The wrong form of assessment, the document is invalid in essence |
| One document for the whole size range of different layers | Part of the range remains uncovered |
| A sample was tested that differs from the batch | The evidence does not relate to the products |
| No information about the raw material composition on the label | A violation of the marking requirements |
A category that people remember in August, when the batch is already in the warehouse. School stationery and printed books for children are within the scope of the regulation, and the requirements for them are not limited to the safety of materials.
A typical error in this category: buying stationery by the sample "like everybody else" without checking the age addressing. A backpack declared for the lower grades must meet the weight norms, and an excess is found in the tests when the batch has already been paid for.
This includes teats, bottles, pacifiers, children's toothbrushes, potties, bathing items and diapers. For most items certification is provided, and the requirements focus on materials and design.
| Item | What is looked at first |
|---|---|
| Teats and pacifiers | Strength of attachment of elements, migration of substances, absence of parts that can come off |
| Feeding bottles | Sanitary and chemical parameters of the material, resistance to sterilization |
| Tableware for feeding | Migration into model media, heat resistance |
| Bathing items | Stability of the design, absence of sharp edges |
| Diapers and absorbent items | Hygienic parameters, skin irritation effect |
For items in contact with food and the mouth, there is an additional layer of requirements for materials — the same principle as for food packaging: migration of substances is checked in media that imitate real use.
Most sellers of children's goods do not make them themselves, so the main work is not issuing but checking other people's documents. The order of actions:
It is worth separately checking the laboratory that issued the test reports: accreditation data is open, and documents of a laboratory that is not valid make the whole set worthless. How to do it — in the article about the Rosaccreditation register.
This question decides the budget for documents for a growing store. Not every change needs new documents, but the line is not where it seems.
| Change | Are new documents needed |
|---|---|
| A new color of the same model from the same material | As a rule, it is covered by the existing document |
| A new size within the same age group | Usually covered |
| A size that moves into a younger age group | The form of assessment may change |
| A different fabric composition | New tests |
| A different manufacturing factory | New documents |
| A change of design: a hood with a lace, new decor | A new assessment, new tests are possible |
| A change of layer: it was a dress, now it is underwear | Different requirements, new documents |
The most underestimated line is the change of factory. The range looks the same, the documents are at hand, but another manufacturer is named in them. Formally the products remain without proof of conformity.
The children's range is tightly tied to seasons, and this makes the issuing time critical. A batch of winter clothes that arrives in November without documents loses not a month but a season.
A serial scheme for regular import is almost always more profitable than a batch scheme: it costs more at the start, but it is not repeated with each delivery. The price for this is inspection control during the validity period, which is worth remembering when planning.
Children's footwear is assessed by parameters that clothing does not have, and this regularly comes as a surprise to sellers who extend their range.
| Parameter | Why it is regulated |
|---|---|
| Flexibility of the sole | A rigid sole hinders the formation of the foot in young children |
| Weight of the item | Heavy footwear increases the load when walking |
| Hygroscopicity and air permeability of the lining | Contact with skin during the whole day |
| Strength of attachment of the bottom parts | Mechanical safety during active movement |
| Color fastness of the lining to sweat | Direct contact with wet skin |
| Material of the upper and the lining | For younger groups, the use of synthetics in the lining is limited |
A practical conclusion: it is almost impossible to make footwear for young children entirely of artificial materials and still meet the norms for the lining. Take this into account when choosing a factory, not after the tests.
If your range includes textiles for adults, it is useful to check the review of TR CU 017/2011. How to take samples correctly so that the test report relates to your batch is explained in the article about sampling.
